Charlie, the heroic, roguish mutt of All Dogs Go To Heaven, is growing impatient with the predictability of Dog Heaven, and decides he'd rather be back amongst the living. He gets his wish when the nefarious Carface sends him and his buddy Itchy back to Earth to retrieve Gabriel's horn--which Carface tried to steal.
While in San Francisco, the dogs become engaged in numerous misadventures, and Charlie falls head over paws for Sasha, a lovely Irish setter. But in their quest for the coveted trumpet, Charlie and Itchy encounter a devilish cat named Red who also wants the horn--as part of a heinous plot to lock up all dogs permanently.

So much plot, so little time. But, sadly, there's also precious little quality in this disappointing sequel to Don Bluth's animated musical. Tired of eternity, Charlie (this time voiced by Charlie Sheen) heads back to Earth with his faithful pal Itchy to retrieve Gabriel's Horn, which has fallen into the hands of the evil Carface and his feline sidekick, Red. With subplots involving a sassy Irish setter and the transformation of Alcatraz into a hellish dogs' home, there's enough going on to amuse younger viewers. But, the energetic villainy of Ernest Borgnine's Carface apart, it's a pretty scrappy affair.
Tame sequel, slow-moving, unexciting and unlikely to set any tails wagging.
