A disappointing, slow, predictable gangster set in the 1930s which begins promisingly enough with Bruce Willis, in a cameo role, being fitted with concrete boots before being dumped in New York harbour. From there the plot slows to a crawl with undeveloped characters and a predictable plot. Another example of good actors going through their paces for the money! Incidentally, despite all the hype, who has heard of or seen Loren Dean - the title's Billy Bathgate - since?
