The Doctor arrives on Gallifrey, where he is accused of the assassination of the Time Lord President. Investigating with the aid of Co-ordinator Engin and Castellan Spandrell, he discovers that this is part of a plot hatched by his old adversary the Master.
Having used up all twelve of his regenerations, the Master is now a wizened husk. He is seeking to control the presidency in order to obtain the official regalia, the Sash and Rod of Rassilon, which are really keys to the Eye of Harmony, the source of all the Time Lords' power.

Although this has many criticisms from fans I've always enjoyed this story, ever since I first saw it on TV back in 1976. It shows that the Time Lords could be as corruptible and into double dealing as anybody else (which is why I think that some fans don't like it - they prefer the Time Lords to be almost pure god-like beings). After all, a highly advanced civilisation might be all powerful in some areas but extremely niaive in others...
This is one of the pivitol Dr Who stories where we are introduced to many of the things that became central to the Timelord legend. Rassilon, The Eye of Harmony, The Void. Old Russel must've had a copy of this on a loop while he was plotting the new Doctor stories. And for those new viewers it might explain why so many of us codgers have a hard time deciding if Tom Baker or David Tennant is the best Doctor. On this evidence the decision slides in Tom's favour. If you haven't seen this before rent it now. If you have seen it before rent it again. So good you forget the cardboard sets, the traditional alien planet that's an old quarry and the less than special special effects.
