Italian director Francesco Rosi imported American actor Rod Steiger to give weighty menace to the role of a property tycoon who manipulates civic politicians to let him develop his land, despite the effect on the people living there. Steiger gives a suitably overbearing performance as the ruthless millionaire in whom fascism has not died, but the film is too angry to articulate its arguments properly. It's still great dramatic entertainment, though.
