Low budget 'horror'

I don't remember much of this low budget horror movie because i watched it such a long time ago, but the few things i do remember is that it wasn't scary at all, just laughable.

The most significant bit of the movie i can remember which describes how awful the acting and props were, was when Killjoy killed a woman and you could see a sticker peeling off around her neck, as if a neck wound looked liked that in real life.
