Maniac
Frank Zito (Joe Spinell), a man who was abused by his mother as a child, takes out his frustrations on innocent women. He scalps them and uses their hair to make wigs for his mannequins. Upon its release in 1980, this film was accused by critics of taking the slasher film and its accompanying gore effects to new, unpleasantly graphic levels.
The special effects were orchestrated by Tom Savini (From Dusk Till Dawn, Creepshow and Dawn of the Dead).

Savini's magic almost saves this turdfest
With only a couple of tense moments, this movie has nothing to offer other than Savini's outrageously gory, special effects.
