Assistant DA Andy Garcia finds himself elected New York's chief law enforcement officer following his successful prosecution of a big-time drug dealer and cop killer. Then a skeleton is hauled out of the river, opening a hornet's nest of corruption that involves, it seems, Garcia's own father, played by Ian Holm. Despite some good performances this is really just another drive around the block for director Sidney Lumet: he's done this a dozen times before and he not only lets the pace slacken, but he also sanctions a corny romance between Garcia and legal rival Lena Olin that turns the gritty realism into soapy melodrama.

This is a damn good bit of film making, there's no flashy camera tricks or shock revelations and twists, its simply about the growth of a young D.A. breaking into the profession. I'd say if ur a fan of 'Serpico', 'Glen Garry, Glen Ross' or 'Big Night' then this is well worth checking out.
Its a classic piece of film making with a strong story, good script, finely ballanced cast, and some brilliant performances.
this film can't seem to make up its mind what it is. starts off as a farcical comedy, then becomes a courtroom drama, then a sort of bent-cop-corruption-ethics tale, with some romance tacked on for good measure. a little odd. having said that, i did enjoy it, just don't expect consistency. consistency is the last thing you should expect from this (film).
