    Sandra Bullock has hit out at the poor standard of romantic comedy films, insisting her turn in Two Weeks Notice was the pinnacle of the genre.     Sandra Bullock and Ryan Reynolds are in final discussions to star in a romantic comedy called The Proposal, it has emerged. The Hollywood Reporter said yesterday that the pair was in the last stage of negotiations for the movie, which follows the story of a young female executive who arranges a sham marriage to avoid being deported to Canada.
