    An intelligent and beautifully filmed drama by Mathieu Kassovitz (La Haine) who directs and stars. It is a taught mix of action and negotiation when New Caledonian separatists take 15 Gendarmes hostage after an attack on their barracks. Dubbed 'terrorists,' 'fanatics' and 'cannibals' by the French hawks in the government and army who want to see a military response to win a French election. The separatists are not as easy to de-humanise and through the storyline we get to see their motivations. No-one in this film is either good or bad - it is a fair expose of national, local and opposition political expediency due to an ill-thought through violent action by the separatists. The French title is 'Order and Morality' which sums up the plot better than the actioneer action-verbage of REBELLION. A film about dirty hands in paradise and the will of politicians and the military to go for action over dialogue.
