Steven Seagal is really showing his age in this one, it's less action and more dialogue, and the dialogue lacks the dry wit of some of Seagal's earlier films.
Many of the action scenes use fancy camera tricks to hide the fact that Seagal really didn't do much. In one scene they use a fast cut between two shots to make it appear that Seagal snatched a shotgun out of someone's hands faster than the naked eye can see.
Overall the start of the film is quite dull and slow paced, if you stick it out some of the later action scenes are okay but if you were looking for a good action film try some of Seagal's earlier work.
