not Bond and not quite Palmer

Frankly this was poor except for perhaps the last 15 minutes.
Segal just does not have the presence or charisma of Bond or Palmer and the film is certainly not aimed at the George Smiley brigade.
A few car chases pad out a pedestrian low budget plod to infiltrate a neo-nazi gang.
Segal does not get to do his smug smile that gives him his charm in the romantic comedies and at times looks, sounds and acts as wooden as William Shatner.
