Despite wearing its era highly on its sleeve (excellent synth soundtrack, lots of moody rain and moody characters, jumps scenes requiring you to make the connections yourself) it is a cut above the average...
...and for Michael Mann fans especially a great preview of stuff like Miami Vice, Collateral and in particular Heat.
...and based on this what happened to James Caan's career....he is really good in this.
