It's a partial success, but ultimately it lacks the streamlined thrills of his early films thanks to John Gray's unexceptional direction. Here, New Age cop Seagal discovers his murky government past coming back to haunt him as he pursues a serial killer. Keenen Ivory Wayans provides a lively foil as his partner, but Brian Cox, as Seagal's former boss, only succeeds in butchering an American accent again.
